A narrow, risk-based requirement
The NFPA description ties the requirement to justified energized work in which injury risk is present. It should not be generalized as a universal two-person rule for every electrical task.
People are part of the safety system
The change recognizes that procedures and protective equipment may need to be supported by another capable person. Training, role definition and emergency planning remain important parts of implementation.
Verify the adopted edition
Organizations should determine which edition of NFPA 70E applies under their contracts, policies or jurisdiction. The NFPA article is explanatory; the adopted standard text remains the controlling reference.
